To disable the Shutdown Event Tracker on all Windows Server 2003 domain Controllers:

1. Open the Default Domain Controller Policy.
2. Navigate to Computer Configuration / Administrative Templates / System.
3. Double-click Display Shutdown Event Tracker.
4. Select Disabled.
5. Press Apply and OK.
6. After the next restart, the policy will be become effective.
